Why Do Young People Come to Rebound’s STCs ?

 

Children and Young People Sentenced to Custody

They have been sentenced to custody by either a Youth Court or a Crown Court:

  • Detention and Training Order (DTO) – Youth Court or Crown Court
  • .
  • Long term detention (Powers of the Criminal Court &
    Sentencing Act 2000) - Crown Court only.


Remanded Children

They have been remanded to local authority accommodation and placed in an STC with the Home Secretary’s consent (Section 23, subsections (4) and (7A), Children and Young Persons Act 1969).

Sentence Details

The following statistics (Circa 2003) indicate the current and antecedent offending histories of youngsters on admission. They help us to plan and implement individual crime avoidance programmes.

Index Offence
21% - burglary
34% - offences of violence (assault / robbery)
12% - taking motor vehicles


Sentence Length
36% - than 6 months in duration
49% - between 6 and 12 months
14% - over 12 months

Previous Convictions
61% - 3 or more previous convictions
29% - 5 or more previous convictions


Individual Characteristics

The following statistics (circa 2003) indicate the characteristics of youngsters on admission. They help us to identify and address some of their complex needs.

Age and Ethnicity

82% - aged 14 or more on admission.
85% - white European

Care Histories

51% - previously been looked after by local authorities.
27% - previously been placed in secure children’s homes
22% - 3 or more previous placements
6% - 5 or more previous placements
25% - persistent absconders from local authority care

Education

37% - previously excluded from school
38% - either excluded or non attenders for 2 years or more
6% - achieved school attendance of more than 75%
36% - subject to “Statements of Special Educational Needs”
61% - reading age below the age of criminal responsibility (10)
41% - reading age of an 8 year old or less
32% - comprehension age of an 8 year old or less
57% - spelling age below the level of criminal responsibility (10)
32% - spelling age of an 8 year old or less
79% - mathematics key skills age of an 8 year old or less
11% - mathematics keys skills age equivalent to that of a 5 or 6 year old
