Statement of Principles

Rebound STCs….
  • provide high quality, safe and professional care for children (referred to in legislation as “trainees”) whose liberty has been restricted by courts because of the serious nature or persistence of their criminality.

  • uphold the rights of children to receive non-discriminatory care and to be treated with respect, regardless of gender, age, culture, religion, race or sexuality.

  • work to a common set of care principles underpinned by The Children Act 1989, namely:

Aims and Principle Goals

Equality

Children are looked after as individuals with particular needs and potential. Their wishes and views will be asked for and taken seriously. They will be involved in decisions which effect them.

Religion Race and Culture

Children are encouraged to observe and practise their religious and cultural beliefs. They should be proud of their racial and cultural heritage; the STC will reinforce this both in education and within their living units. Staff will challenge racist behaviour from other children in a constructive way.

Gender and Disability

So far as girls are concerned, female staff will undertake their initial interviews and risk assessments. They will be allocated a female key worker and will only be accommodated in a living unit with other girls. Only a female member of staff will undertake searches or enter their bedrooms.

Children with disabilities will be assessed on arrival and wherever necessary and appropriate additional services and advice will be sought to ensure that they suffer no disadvantage in any way.

Child Protection

Policies, practices and procedures in relation to child protection (including investigations) are drawn up in conjunction with local Area Child Protection Committees and conform to guidance in the Department of Health's "Working Together under The Children Act".

Representation and Complaints

Independent Persons

 
All children have confidential access to an Independent Person (a person independent of the STC and the Home Office) either in writing, by telephone or in person.
A list of Independent Persons (who are provided by a voluntary organisation called “Voice for the Child in Care” (VCC) is displayed in each living unit, education centre, dining room and reception areas. They visit weekly and children see them in private. If children make a special request to see them then arrangements are made to ensure that they are seen on the same day.

Complaints

A comprehensive representation and complaints procedure is available to both children and parents. They are given written and audio visual guidance on:
  • who may complain, how and what is covered

  • to whom complaints should be addressed and from whom advice should be sought

  • the 3 stages of the complaints procedure and timescale

Healthcare
  • on-call medical facilities - doctor, dentist, optician - are available 24 hours a day. A nurse is on duty at all times.

  • within 24 hours of admission, and within 24 hours prior to going home, children receive a full medical examination in the purpose-built healthcare centre.

Smoking Alcohol and Drugs

Rebound’s STCs are drug, alcohol and tobacco free environments. This applies equally to staff and visitors. Programmes for detoxification and education on drugs/substance misuse are regular features of the healthcare drop-in centre.

Money

Money is not permitted into STCs by children, staff or visitors. On arrival children open a bank account for their pocket money or for any extra money earned through the incentive scheme or any gifts they may receive from their families at Christmas or on their birthdays.
