The aim has been to create a living environment to meet the needs
of developing children and adolescents but conducive to the main
task i.e. that of addressing offending behaviour.
The buildings of each STC community are arranged to an octagonal design
with a village green in the middle. Thus youngsters leave their living
units each morning in order to walk to school or to engage in sporting
or recreational activities.
Perimeter security is provided by the buildings and supplemented
where necessary by an anti-climb fence. The whole area is monitored
as unobtrusively as possible by staff.
CCTV cameras provide surveillance
Assessments and selection of staff follow the recommendations of
The Report of the Committee of Inquiry into the selection, development
and management of staff in children's homes, 1992 'CHOOSING WITH CARE'.
All staff are screened to standards set by the Department of Health for children's services and rigorously vetted by Rebound internal procedures. They are then certificated by the Home Office prior to appointment.
A team of qualified teachers/instructors
provides 18 teaching staff
on site daily, 50.5 weeks per year delivering 25 hours National
Curriculum per week to all pupils. This includes a SENCO (Special
Educational Needs Co-ordinator)
